I got some email to win few thousand dollors from the same company (SHELL PETROLEUM DEVELOPMENT COMPANY)is it true or its fake? it not fake "how and when" we get our winning prize?

i got a letter from the british high commission new delhi from mr. tom anderson informing me that prize money is being processed thru reserve bank of india then there was a call from one rohit singh calling from rbi new delhi advising me to pay exchange charge of rs 24,800 to transfer the cash electronically to my bank account. what is tre reality anyone knows a winner so far?
